This mod's purpose is not for *You* to demilitarize, but rather to enforce a period of demilitarization on your enemies, giving you time to build defenses, and a fleet, and get bigger/stronger then they are, then roflstomp them.
Think, Germany post WW1, pre WW2 - it was forced to demilitarize after the first world war, no one prepared for it when Germany remilitarized (against the treaty) and Germany roflstomped most of europe (Because, who expects someone to have a military, when they shouldn't have a military.)

Yeah, I know that feel, that's why having a 'join war' Casus Belli or a similar 'defensive war' where you don't need to claim their space or take things over to achieve wargoal.
