For normally that is how it works, you unsubscribe froma mod, delete additional files (and in case you want to be really sure the mod arechive itself) and verify your game cache. After that it will be gone.
In case you just reinstalled the game (at least without restarting your pc), you will get all files present before back - including modded ones.
Other (additional) ingame graphics will never be deleted automatically due to steams verification system.
To delete them, delete your game\data\slp folder before verifying your game cache.
Alternativly you could use my Mod Manager to install mods. That way you can uninstall them automatically with just one click.
To be sure steam has as few error sources as possible, go to your mods folder and delete the mod file of the unsubscribed mod.
As the verification of your game cache doesn't delete all mod files (while AoE uses additional files for modding support, steam just checks changed game files, no additional ones), it's best to delete all contents of your data\slp folder after the verification.
