Right click on the Steam window tray icon and Exit Steam from there. Reopen Steam, Launch Black Ops 3 and wait for the map to finish downloading. If it has already downloaded and you can't see it, try uninstalling some other maps you have installed. There is a limit of 138 maps, if you have that many you cannot install more. Sometimes this behaviour happens with 50+ or so maps. @metric Hopefully that will sort it for you
