that got it working but i had to unsub all my mod for it to work

That's odd when I look at them their 1.7.* which is what they should be. unsub and resub to them.

for me its saying all your mods but the divisions boost are still at version 1.6 along with most of my mods i don't know why as of now the game is on 1.7.1

Nice i hope it works. Manpower is a issue i find lacking with the base game since Germany had over 18 million soldiers in real life and with base game parameters you cant get near that.
