I started editing allowedplaces for cars from day 1, pretty simple when doing a couple at a time. But then a computer problem fried every one of my hard drives while doing a backup - and editing 100s of files again wasn't an option for me - thus the need for this tool.
I use it all the time. You can choose to spawn all, spawn none, or set specific spawn on individual cars at specific places. If you spawn none at junkyard and then only add 1 car to junkyard, guaranteed that car will appear there. :)
There is a utility which changes that. It hasn't been updated in a long time but it still works - pick a location you want your car to show up, allow none there, and then pick only the ones you want and allow in that location:
