From my experience, his comment seems justified. Especially given most people would just want to drop a PNG somewhere or link to an Imgur file.
That is total BS. This version for Atlas has obviously had custom backgrounds installed as you can see if you are using the mod. The background images can be changed by replacing those images with the ones you want in the mod directory. You will need to find the correct location in the directory and the image files will need to be in the correct format. I have done it and it works. You need to be somewhat literate at doing this kind of stuff but it can be done. That should have been what you stated in the mod description. Again, very absurd comment on the backgrounds.
