In 2.7 Paradox introduced a much superior way to designate which planet classes can get what districts, in a way that should have much less conflicts. And indeed, there is no longer an conflict between Glavius, Planetary Diversity, and More Events Mod. This mod should now be considered obsolete and deprecated in 2.7. This mod will remain in its current state for those wishing to stay on 2.6.
However, there are a good number of other mods that do the same thing but support even more mods. Including, for example, Wicloz's mentioned below, and also Misha's patch https://gtm.steamproxy.vip/sharedfiles/filedetails/?id=1619298565 . Both of these support all the mods I do and some more on top of that. The only reason I am maintaining this patch is cause I made this before I knew of the others, and I don't want to leave those who subscribed to my version out in the dark.

anyways sorry for making this bigger issue than it actualy is just was interested how it all actualy works... :D gonna run some more tests once i got few hours of free time.
How is load order determined? I thought I read that mod name with first name in alphabetic order "wins".
Also, does that mean Stellaris engine already has some form of merging?
NOT = { is_planet_class = pc_archive } for PD
NOT = { is_planet_class = pc_mem_vazuran_habitat } for MEM
those get added automaticly to gai urban since they are not conflicting with any gai line personaly tested it to be sure :) what im trying to say is that our files are identical.... :D
@ranma100 glavius´s 00_urban_districts.txt got owervriten by those mods resulting in weird AI decisions. For instance spamming city districts :)
