Sorry like i said like 2 years ago or whenever it was, pc broke down, dont have the original files or anything, so if you guys want to continue it, ya gotta just take whatever you can find of it. Like, starting it, i just wanted to play around with the creation kit and i did actually want to make it but i just got caught up in stuff had no time, then pc died.

how about this: this Sanctuary only becomes available as a Semi-Quest in that you have to recruit X number of Brotherhood Assassins to fill the DawnStar Sanctuary first and then move on to form this new cell?
