@Helena, the head will always turn towards the viewer's perspective, though it's not animated.
It's an old carnival spook-effect (like Pepper's Ghost) that was incorporated into the Haunted Mansion's library scene. When the HM's concept was changed after Walt came up with the Omnimover system for the World's Fair, X. Atencio had to find a way to ensure the busts would always look at the viewer's perspective, this would have been impossible by mechanical means, so instead he incorporated an exotic form of forced perspective, giving the impression of the busts always looking at you, no matter where you move, no matter how many guests see the busts from differing angles, the busts always turn with your position. :)
