Living World を入れるとハブのベンダーが変わってしまって売り出されなくなるようです。
FCSでハブのベンダーが売ってくれる様に調整すれば少量ですが売り出してくれました。

you might have a mod that changes the hub. that's what happened to me. had to use a different lightsaber mod.
