to make it more challenging for unlikely military alliances to form, I agree.
Unfortunately, I have not found a way to make an exception for this yet. I will keep an eye out.
After extensive playthrough, I have noticed that Rebel armies are exempt and can invite anyone they want to join in the war. Just had a Full stack Chaos rebel army invite Clan Angrund to join the war in ME.
Not the first time it's happened that rebel armies have dragged me into a war with a new race just because I wanted them to stop raiding me.

Loreful Diplomacy just restricts Join Alliance/War to the lore, which means that you can still get high elves to attack other Bretonnian factions etc as Bretonnia or against the wood elves, where this one restricts to the culture.
