I think you've blocked coin spawns around safes/atms, they need at least 10 squares of accessible squares.

This level is sort of odd, even though you cleanout, at the end it always says you missed 19. One ATM doesn't drop the 10 coins and one Safe only drops 1, so 19 are virtually unreachable but are there somehow...
