Figured it out after about 2hrs. Follow this:

Subscribe to the file
Go to Program files (x86)\steam\steamapps\common\footballmanager2019
Click on the short list folder - it should appear as an fmf file, which has an internet explorer icon attached to it
Double click it and click open or save
Then click where it says dowloads on that mini window, it should be there
Enter FM 19 and follow now:
Go to C Drive
Your user file
Then double click downloads folder, it should appear there
Click open and it should pop up :)

People have had issues downloading all of WTS's shortlists. to download them just paste these links into your libary program.
Here you will find the downloaded shoerlists, just copy and paste the shortlists into you shortlists folder which can be found here C:\Users\user\Documents\Sports Interactive\Football Manager 2019\shortlists

Downladed into the folder, but it can not be loaded.

I have subscribed and unsubscribed many times, and still no shortlist.... and even done what Anthony Bennett suggested and there is still no shortlist files in those folders.

i cant find it . I have searched every thing. Can somebody help me ???

worked 1st time for me, like it alot have signed 6 wonderkids so far for my celtic team and they have claimed the posistions lol..

i've use the comment about loading the steam store then closing it, and the shortlist worked. thanks

I found solution on Reddit:

You can find your downloaded files from workshop in

C:\Users"name"\Documents\Sports Interactive\Football Manager 2019\shortlists

Next you should find this folder:

C:\users"name"\appdata\local\Sports Interactive\Football Manager 2019\cloud\shortlists

So you have to copy the files from the first place to the next and then they should show up.

well ive done what you have said regarding trying to load the shortlist after being subscribed but no dice...there is nothing to load
