ive seen an arbiter npcs i dont know if they used this model tho.

He can't make a playermodel or NPC version because he doesn't know how animating/scripting works. And I'm pretty sure that it would be extremely difficult for even the best NPC/Playermodel creators to make a playermode/NPC Elite. Garry's Mod uses the Source engine bone stuff, I don't know much about it, but I have heard that it's preventing the making of non-humanoid playermodels and NPCs.
