I think that he means retreaded tyres, with these only the profile rubber is renewed.
That would also be right with the rubber amount

Vulcanised rubber cannot be recycled, only repurposed. That's why tyres are dumped everywhere.

Brilliant idea... Only this has me wondering why silicon can be imported to make microchips, yet in-house glass construction isn't possible.
