I have now listed some of the Mods I think that could either help or fix the problem you're having.
I think they would be the main mods that would be needed (maybe not Move It, but everyone should have that anyway

I am thinking that I didn't subscribe to some mods that you have such as Advanced Road Anarchy which is reported broken.
Have a look and check your mods against what works and what doesn't and turn off the Rico mod/s if you have either of them, and see if that makes any difference.
I'm flat out with work atm, so I haven't been able to test it myself - I will do as soon as I get the chance though.
When I tried to place it, it will go underground mode just like you are building a tunnel while the normal intersection don't.
I think this might be the reason that you are not allowed to place a offramp in the tunnel mode. I don't know why will this happen. Maybe you could try to place it in a new map.
Unfortunately I can't load my road tab in the assests manager for some reason so I can't try to fix it.
What DLC have you got installed?
I have them all now, but I did the upgrade without any of the paid ones. I haven't tried to place it in a game since I got all the DLC.
