Only spawning can be done (if a mod to do this is made), but deleting cannot.
Playable Guardian was able to do that, though it does not support latest version of Stellaris.

About the number and a kind of them, I wish I could, but I have no idea to make such a mod.
You know my mods modify every parameters after galaxy generated, but Levaiathans and their stellar systems are created on galaxy generated. Moreover, there is no way to delete the stellar systems.
