A wrong mod ID has been put in the dependency section to refer to Merrick's Anglo Saxons. That means, even if you subscribed to Merrick's mod and activated it, it's impossible to enable this leader mod unless you change the depending mod ID by yourself

UNIVERSAL MESSAGE: It has been a while since I have been active in modding. Because of this, all of my mods are outdated and in need of updates to function. Unless I am not aware of any additional wrinkles, none of my mods should function right now. I am currently working on updating them. Thank you!

@Mediocrity I worked on it for a while in the spring, before I had figured out units - now that I knew how I pretty much fixed it and released
