Is it possible that it accidentally blocked a liberation for some factions at all? Because after subscribing, I'm not able to liberate with Iceni anymore, in my old campaign

Does it only reduce the chance for AI to liberate (thus not restricting the player) or does it also reduce the number of regions which can be liberated ?

You know, I was initially skeptical of this submod because I enjoyed seeing multiple factions but this mod really does combat the boring mid-late game slugfest since I'm now actually surrounded by strong empires on all sides and have to be careful of my decisions. Thanks Scipio
