the start of the civil war started in markarth, when ulfric took the city from the forsworn and they let him worship talos as a reward, but the thalmor changed that quickly, warning to kill more people, so ulfric got mad that he couldnt worship talos again so he rode to solitude and killed the high king

It isnt broken, it makes sense in a broken Province, each has it own Bounty/Criminal System, so they track them independetly.

If It's Ulfric Stormcloak Jarl of Windhelm Then it Should Be A Custom Blue Armour with The Bear of Windhelm on & A Small Symbol of Another Former Hold e.g. The Goat Horns of Markarth; the Best New Armour is from Hexan's Chainmail Hauberks Alright!.

Ebony battleaxes are employed by this mod, I do believe that guards could use the battleaxes if their AI decides it's in their best interest (weapon preferences/close enough to do serious damage with it.). Oh almost forgot, the guards don't use any standard weapon. So it's basically an edited version of the Ebony Battleaxe, also with the ebony bow (Or shotbow, as I like to call it), and whatever sword they use. Same with the armor. Best of luck!

the guards all have ebony battleaxe for weapons but in the pictures they have their regular standard weapons... does thi9s mod change the guards weapons to ebony battleaxes or is that a glitch?

the point of skyrim being divided into the nine holds is because much of skyrim is based on viking life and systems, so that is why they split the crime systems (also so you can hide from the law)
