There should be three folders in AppData, Local, LocalLow, Roaming. Indexed DB is usually further down on specific applications.. what version of Windows are you on?
I read the description and you do need to go into the config file (%LocalAppData%\Colossal Order\Cities_Skylines\TrainConverter-Config.xml) and add this line within the <pantograph-trains-to-metro> group: <items workshop-id="1415447462" description="Tangara" replace-last-with-trailer="true" /> this will add both the 4-car and 6-car into your list of Metro trains. Try it out.
I am currently working on a model for the K Set, which.. I don't want to enrage any train enthusiasts but it's pretty much the same thing as the S Set.. right? :P
Other than that it will have a random chance of spawning as a train from outside the city, unless disabled with a mod like Advanced Vehicle Options.
