There is no other game like TW:WH3, not even close, and even with it's flaws it's still fantastic.
And no, I just kept up with reviews of the game and have looked to see if the ai is ever improved. I was hoping for it to at least be as much of a challenge as WH2's ai...which I admittedly have a few mods for I bet. Has it been a good challenge to you?
Also, have you tried some of the battle AI mods?

I'll look into the dwarf thing. I think that might be from dwarf update a few months ago. I don't have all the DLCs so I must have missed it.
army_xp_factionwide was intended to be powerful so you would want to build garrisons. I'll look at reducing the effect some for balance. The upkeep was meant to balance out the xp gain.

some higher tier building have less garrison, like Dwarf engineer, seems tier 5 engineer have less garrison, while tier 3 engineer have more
I am using t4 minor settlements, does this need to be before them in load order?

The garrison unit choices are currently based on the CA tables. I had previously tried to mod them so that way the better units would stick around, but that started causing issues a few months ago, forcing me I pulled that part out of the mod.

I started a Vampire Coast game with Cylostra Direfin and took over several regions to make sure it wasn't just her starting position, but this mod does not seem to at least work with her correctly. There is no fee for the walls, the public order and other bonuses do not show up, almost none of the buildings provide garrison units, and even without walls the settlements along with the major cities tend to get well over 20 garrison units by tier two or so just with the normal garrison.
It makes defending their cities pretty easy, but at the same time due to them having so many garrison units they seem to get the weaker ones when you defend which is a shame. Seeing that your city has two mortars in it, but instead having it choose to give you the two bloated corpses is saddening. ^-^;;
