A small conflict in the country_customization file, both the Penrose sphere section and the virtual worlds of the matrioshka brain have custom capitals, so a comp file was needed to make sure both capitals were placed

Maybe I'll get in touch with Elowiny and turn this patch in to a gameplay patch with unique features in the future

to put it simply, it just makes them compatible. The issue was a small one in the country_customization folder. although It wouldn't be much hassle to disable Gigastructural Engineering’s Penrose Sphere, I think I'll leave in the option.
