It does its job, it just disables the scrolling for the flag backgrounds for some reason.

So the resue informtion is basically saying this mod is under CC0 creative commons license Free to redistribute and edit for commerical and non-commercial purposes.

The mod only increases the load time. It doesn't affect turn speed. That's largely affected by events and things

Is there a version thats got 1/2 or maybe 1/3 of the colors because as I keep on adding more mods to my game and now my pc is slowing down on the larger galaxies.

Probably to hit the very limited memory requirements from the minimum requirements. All the colors are generated and loaded into memory at game start.

So, all the new colors leave ships with default white windows and trails because the file lacks the "ship" section the vanilla colors have.
