If there's no mods for 4.0 that provide the graphics, then I would assume you can't.

So this mod doesn't just automatically unlock a cap of 20, but instead lets us increase it that far if we get techs/traits/etc Right?

No problem. It was literally less than 5 minutes work, as most of it had been done already on the other one.
