I'd say if its with the classes it says:
+50 accuravy
-20 fire rate
-10% clip size

Alt+Fire would deal critical if any bullet hits the head but less damage than normal if body shot.

If only soldier:
+50 accuracy
+30 damage
-40 fire rate
-4 clip size

Alt+Fire bullets explode dealing more damage than usual but costs 5 ammo.
P.S. This should be a set with the Direct Hit

Hmm I would suggest a system similiar to the huntsman. Has like a 5 second charge, the more you charge it the more accurate it is. If you don't charge it has a 20 degree deviation. Otherwise, forces you to take your time. Should do maybe 50% more damage than a point blank shotgun though.

+ 50% tighter spread (or uses slugs instead of shells, which grants 50% increase in accuracy)
- no random crits
- 25% slower reload speed
alt-fire: enters into focus mode (either that, or Aims Down Sight), which increases accuracy by 35%, but decreases movement speed by 50%

In my opinion this seems to be a very good weapon but I don't think its a good idea to have it on all 4 of the shotgun classes, (Maybe not Pyro?). What do you think, comment your opinions.

1 rocket is loaded into clip per 60 damage
Clips can be Overloaded, but cannot hold the extra rockets(the rockets fly beggers style when you switch back!)This is a optional stat if valve wants a gimick
