The Dark Brotherhood vanilla initiate has: one handed 100, archery 100, light armor 100, sneak 100, alteration 100 (that's the girl). The man has something similar. Cicero's skills are a bit weaker: his light armor and archery skills are around 85.
Now, I compared with Narisa Dreth from your mod (that's an example, but all your NPCs have the same range of skill): one handed 28, archery 15, light armor 27, sneak 39, alteration 33, destruction 45. All other skills are at 15 or 20.
I hope you will be able to find the problem.

@Niemand The same advice I gave Liammccabe, I give to you. player.moveto DBinitiate3 In the mean time, I'll look into it and see if there's something funny going on with her returning to base that I may have missed.

if any of your new members die you can try and resurrect them using console commands (open console, click the dead npc, type resurrect). It doesnt work on characters with a scripted dead in the story. I resurrected Laealette the vampire after killing her in morthal hehe, now she wanders around that area :p
