Download the mod, activate it in the mod menu, if it doesn't work right off the bat you'll need to look into the game files to make sure it downloaded properly.

I think thats what they were going for since Budapest was the only militaristic state still standing even though Budapest was mine

Then again now that I think of it maybe they got so friendly with Budapest that they decided to be evil to Bucharest. Their bias for befriending and protecting City-States is a 7 out of 12.

I put that there because the Bias (That's the numerical value for how likely it is for a Civilization to do a certain thing,) towards bullying City-States is set to one out of twelve. You probably just got a rare roll of the dice, since I think this doesn't eliminate the possibility entirely, just makes it rare.

Thanks for reporting it though. Premier Romanov seems to be following in Stalin's footsteps.

Well Romanov bullied one of my city states Bucharest to be exact which another city state wanted. budapest i think it was. anyway it says here thats not supposed to happen and that i should tell you if it does so here you go
