It will work fine without the props. It will just look a bit empty.

Hi, i want to use this building in a Russian-themed city that isn't going to use U.S.-themed vehicles. Will the building not work properly if I don't subscribe to your CIMTrans vehicle prop packs? Thanks.

It may be because the ground wasnt flattened? I'm not too sure... does it happen anywhere else?
