I have found that in darkrp when you have made a job and perform the SetTeam command it doesn't seem like anything is happening but there is. Once you performed the command you become a tow truck driver and can spawn a towtruck using the dealer! Great addon!

Only problems I've seen with this addon is that the car doesn't get parented/locked to the tow truck, meaning that in a curve it will swing around into the other lane or with the flatbed it will completely fall out.
Otherwise, this is a really enjoyable and useful addon.

If you did and restarted the server and still have the same problem then i would make sure you have file write and read permissions.

can the vehicle that is put on as flatbed be nocolided and welded / not move about on back of flatbed because if it falls off it does damage to the vehicles
