The gun, like many other things in the workshop, are just ideas proposed by players that Valve might incoorperate into the game. If they were to do so, you'd be able to either purchase the weapon from the Mann-Co store or have the chance to find it in the game.

Weapon Stats:
Needles that hit will do an additional 6 points of damage for 2 seconds. (Does not stack. Buff only starts again when the before one has run out.)
25% less Ammo.
20% less Damage.
Syringes fly 10% faster.

It's a decent model, but it's just different enough from the stock syringe gun. Also @AlexFtwYeah - the syringe gun shoots projectiles, not hitscan bullets. That's part of the challenge of using it. If it shot bullets, it would just be a gun. The arc is part of the weapon, and it's useful, too.
