You've probably tried everything, but would it be possible to add a lord skill that boosts movement? Grombrindal gets a faction wide movement buff in his skill tree.
Then in effect_bonus_value_basic_junction table, which you already modified, maybe you'll do better than me with the three lines at 113-114-115. Although the first two are likely for the hinder actions from agents, maybe the third one is for something else ?
Just suggestions, you likely know way more than me on the subject, and I didn't really manage to get anything working better.
