Try again later, if you haven't already. It's probably a temporary issue on Steam's backend or something weird.
Unfortunately I haven't actually been able to get very much useful information on which lines belong to which character in the first place. I basically have to guess based upon my own MP experience (like I can identify that roaring krogan laugh a mile away).
If you have any suggestions or pointers for getting better filenames/identifying information from the files, I'd love to hear it. I'm thinking of tackling quarians next, and I'd also like to figure out which of these voices is actually used for the female turian. Unfortunately MP4 added over a dozen new species/class combos in the end, so there's something like 2400+ lines in that DLC alone.
So basic characters have 2 different voice actors/actresses each. I mean Asari (whether they are Vanguard or Adept) have 2 different voices (randomly assigned when starting a multiplayer game.) Meaning you can have voice A or B with the Vanguard or voice A or B with the Adept.
The same goes for the Turians soldiers & sentinel. Concerning the Havoc, they use the same voice lines from the basic Turians only with a slight filter added to them.
Also, the female Turian use one of the N7 Shadow voice with a filter added to it, so now you can notice Bioware got lazy for last MP DLC :)
