The CHL team are actively watching the situation.
The TL:DR version is some Chinese modders got into a debate which went sour, and to retaliate they've gone on a steam-wide DMCA spree, all of it baseless, all of it done to intentionally expose the "weakness" of the system from Valve.
Many mods across many games have been hit with this abusive tactic.
Is there any chance the Community Highlander can somehow be launched with the "XCOM 2 Collection" that was ported on Android (smartphone)?
I tried this version + DLCAlienHuntes. The game crashes after startup, before logos begin to appear.
Any pointers would be extremely appreciated. This game + full mod support on the phone is a dream come true for me.

No other mods are active. Logs show missing .ini files like XComPlaylist.ini, DefaultPlaylist.ini, corrupted .upk files (GFxUI.upk, IpDrv.upk, etc.), and shader compile warnings.
I've tried:
Verifying game files
Deleting + redownloading .upk files
Resetting config/cache folders
Running with just Highlander on a clean setup
Using both AML and Steam launcher
Game works fine without Highlander. It seems enabling it corrupts or breaks core files.
System: Win 10, RTX 4070, Ryzen 7 5700X, 48GB RAM, SSD
Mods: Only Highlander + Alien Hunters Plugin
DLC: All owned
Launcher: AML (also tested Steam)

Make sure you're actually trying to play War of the Chosen, instead of X-Com 2. In the dropdown menu when you launch the game, choose "Play War of the Chosen" instead of "Play X-Com 2". WOTC is the same game as X-Com 2, but with the extra content interwoven in the original. It took me an embarassing amount of time to find this out, but I blame Firaxis for not explaining this properly to people that weren't playing the game at launch and laying the options so confusingly.
With regard to the other mods not showing, are you using the base game launcher or the Alternative Mod Launcher (AML)? The former isn't great and can fail to load mods properly. If you really want to have mods in your game, then the AML would be the way to go. You can find links to download it in numerous threads on Steam.
With the AML installed, you'll find it much easier to set your game up and see if there are any conflicts or missing dependencies. If you already have the AML, then there may be some other problem with the mods but figuring out the reasons will depend on which mods you've installed.
