It's a good idea and I'd like to see this... the design just needs some tweaking, like RetroMike (about three comments below mine) said with cutting the poly count.

The biggest problem with this is the poly count. Instead of modeling each strand of hair you should make poly sheets and use a texture with an alpha channel to create the look of the hair. That would drastically cut the poly count.
