Don't worry about this one, look up "Suburb" and you'll find more of the same map. YOU NEED CS:S to play this map. If it doesn't work even with CS:S then this one is broken.

This may or may not be a good map but it needs to be named apropriatly to the File name, Its misleading and many Roleplayers are often eager to see new maps, This is a CS made map simply renamed, Please re-title this so its not so misleading.
