I'm unfortuantly unable to help you here. ive never encountered this issue with the hex myself. it seems more like an issue with your game.

The pants won't spawn at all

Are you refering to the fact you can only see the bottom of the pants? Thats done on purpose by the creator. its not ment to fully cover up engi's default pants.

Ps. I tested the hex. and i spotted no issues with it.

they won't appear, that's the issue.. the shirt has no problem but the pants won't spawn

My Comment already explains what you need to do. you have to find it before you are able to spawn it. and then you click on the spawnicon to spawn it.

Note: The Icon Might be hard to see since alot of cosmetics has small spawnicons.

No. the hat is already accepted in tf2. you'll find it by looking up in Team Fortress 2>Workshop>Items>Engineer in the 'Games' section
