I finally found it! the way to get to the secret office.

Here is how:

There is a keypad next to the mayor office on the roof.

the code to that is 736. It may seem like it did nothing, but there is a second step to that.

now you have to press the 4 hidden buttons in the map.

1 on the roof behind you. (If you are facing the Keypad)
2 in the hedge in each corner next to the fountain
1 in the left corner next to the gate near the bank building outside.

You have to be quick.
