VALVe haven't added paintability too. Sad. I would paint this with indubity green :( (It's paintable, there is alpha mask in the texture, but it's not enabled)

After 5 years in development, Demo finally got a kilt.

We have a baseball helmet for the Scout, Jeepcap for the soldier, Pyroland stuff for the Pyro, Ushanka for the heavy, Ten Gallon for the Engineer, Tyrolean for the Medic, Cork hat for the Sniper and Beret for the Spy. All the ultimate stereotypes (except for maybe Pyro) and still not Kilt. Come on valve!
