THis opens up some interesting desing possibilities.
Perhaps you trade off up front damage for a "flame" that lasts longer and can spread between enemies in close contact?
Never mond- it's a misc. item not a weapon.

add a gun which shoots streams of black oil then just set them on fire with a flare gun

You should add a flamethrower with it that shoots poison gas and it slows enemies and all ignites at once if combined with a heat source also it should do small amounts of damage over time
