- lower anomaly chance also if any neighbor system has TC already, making TC a bit more scattered across galaxy

- reduce anomaly chances and make it also to don't spawn in system which has any TC already, so it should end up with less amount of TC in galaxy after all
- increase negative effect on TC, try to debuff machines a bit
