Balance changes:
- Celestial Renewal high heal roll reduced by 1 on all levels.
- Celestial Renewal multicast heal chances increased by 10% on all levels.
- Tranquility initial stress reduction reduced from 2/3/4/5/6 to 2/2/3/3/4.
- Tranquility multicast stress amount increased from 2/3/3/4/4 to 2/3/4/5/6.
- Rejuvenating Surge initial heal reduced to 1-1/1-1/1-2/1-2/1-3.
- Ethereal Blessing now debuffs damage instead of speed.
- Ethereal Blessing debuffs 10/15/20/25/30% damage.
- Ethereal Blessing now also buffs critical strike chance by 5% on all levels. (10% on multicast)
- Ethereal Blessing multicast chance increased from 30/31/32/33/34% to 32/34/36/38/40%.
