-Added Humanitarian Aid Functionality
-Players can provide Food and Water rations to Civilians throught the interaction menu (located on the right side of the text box) and have a chance of decreasing civilian hostilty
-Added support for ACEX rations in addition to default ALiVE water/rations
-Added Humanitarian Aid Supply Box
