Fixed some code with the Ostian Keep and General units.

After taking a break from Civ V modding, I'm back into it! I'd figure I'd try and fix the bug with Ostia's General unit before moving on, even if it is quite late.
The General unit now replaces the Longswordsman -- as well as being unlocked at the same technology, Steel -- in order to fix the error of the unit not showing up.

-Fixed Ostian Keep Yields (Now properly gives 2 Happiness)
-Fixed Bug with Unique Ability (Intimidated city-states properly give 2 influence instead of 0.2)
-Fixed Bug with General not showing up with Chivalry
