Summary:
-Fixes weather selection, specifically it does not break program flow if you disable dynamic weather

-Blackfish (Vehicle) will now spawn properly instead of doing nothing
-Added option for 100,000 CP so that you can steamroll the enemy without worrying about budgeting.
