Fixed M98b casuing LUA Errors due to a dependency with CW HK416

Fixed M98B laser issue. Increased rate of fire from 34 to 37 and reduced handling from 100 to 90. Sight/scope attachments will be getting an update.

HCAR now has slightly lowered recoil when using full auto. The enhanced muzzle break attachment now significantly reduces recoil at the cost of accuracy.

Barrett M98B Hotfix. This should fix the cod4 reflex error when tying to equip attachments to the M98B
