Part 2 of Updates

Main Changes:

-New Flags for Arstotzka!

-Antegria is now fascist after much request

-Not everyone is a dictator anymore

-Made it harder for the player to ally the Soviet Union as Arstotzka

Updated to 1.4.2

Added Generals:
1 to Kolechia
3 to Obristan

Population / Resources / Industry:
2 million people moved to United Federation
Obristan and Impor have discovered that they have resources
Factories have been built in Obristan

Changes
Updated to 1.4.1
Replaced portraits for Kolechian Leaders
Increased the population of the United Federation
Added Leaders to Impor
Added More generals to Obristan, and Kolechia

Known Problem:
I am having a problem with applying the portrait to the general. I will have this fixed soon. If someone knows how to fix this let me know.

I fixed Obristan's ideas. I also fixed a few of the focuses for Arstotzka and will try to fix it completeley in the next few days.
