Bristleback
The strongest hero in the game received some nerfs
* Mana cost of quill spray increased from 35 to 45
* Reduced quill base damage from "20.0 40.0 60.0 80.0 120.0 280.0" to "20.0 40.0 60.0 80.0 100.0 120.0"
* Reduced quill max damage from "550.0 550.0 550.0 550.0 1100.0 2200.0" to "150.0 275.0 400.0 550.0 825.0 1100.0"
* Goo armor from "1 1.4 1.8 2.2 3 6.2" to "1 1.4 1.8 2.2 3 4"
* Warpath max stacks from "5 7 9 13 25" to "5 7 9 11 13"

Shiva's Cuirass was too centralized and removed options.
* Remove Shiva's Cuirass from the game
* Add level 4 and 5 of Assault Cuirass and Shiva's Guard
* Rescale AC armor from "10 15 20" to "10 14 18 21 28"
* Rescale AC attack speed from "25 30 35" to "25 30 35 45 60"

Dagon did way too much damage and little else

Make Desolator Great Again
