Ardm fixes (#3476)

* Fixed stash items vanishing when you get a new hero.
* Hopefully fixed inventory items sometimes vanishing when you get a new hero.
* Fixed Axe Culling Blade armor stacks not transferring to the new hero. (Now it transfers 1.5 armor per stack)
* Fixed Necrophos Reaper's Scythe regen stacks not transferring to the new hero (Now it transfers 6 hp regen and 3 mana regen per stack).
* Fixed Moon Shard buff not transferring to the new hero.
* Increased Pudge Flesh Heap strength transfer from 1 to 2 per stack.


Muerta update and some fixes (#3477)

* Muerta Dead Shot fear duration reduced from 1.25/1.5/1.75/2.0/2.25/2.5 to 1/1.2/1.4/1.6/1.8/2 seconds.
* Muerta Pierce the Veil bonus damage increased from 50/75/100/175/300 to 50/100/150/250/350.
* Fixed Dark Seer Ion Shell main description tooltip not not mentioning that it's not castable on enemies.
* Fixed Mirana Arrow tooltip not mentioning that every pierced unit is stunned.
* Fixed Slardar Sprint tooltip showing the wrong bonus river speed.
* Fixed Tiny Tree Volley tooltip not mentioning spawned trees.
* Fixed Winter Wyvern Splinter Blast tooltip not mentioning that it's castable on allies and self.
* KV minor cleanup: Removed lines containing HasScepterUpgrade, AbilityCastAnimation, IsGrantedByShard for vanilla abilities that don't need them.

Some modifier changes (#3461)

* Chaos modifier: You can no longer get Angel's wings modifier before second duel.
* Chaos modifier: Heroes that need mana to function will no longer get Blood Magic modifier.
* Hybrid modifier no longer procs for toggle abilities and abiities with 0 mana cost.
* Hybrid modifier buffs duration increased from 5 to 6 seconds.
* Hybrid modifier spell amp per stack increased from 2% to 3%.
* Hybrid modifier buffs are now visible.

* Aghami Shard ability hotkey changed to E.
* Flurry of Blows can now be cancelled 1 second after activation.
* Flurry of Blows cooldown reduced from 85 to 80 seconds.
* Flurry of Blows cooldown will now start when flurry ends or when cancelled.

Trusty Shovel update:
* Changed when you can dig out Sustain elixir and Hybrid elixir.

Angel Wings small vision nerf (#3456)
