Big item update (WIP) (#3419)

Balance:
* Absolute Purge (aka Duel Dispel) will now also remove Regen Crystal buff, Greater Tranquil boots debuff and Arcane Curse (when it becomes undispellable).
* Reduction Orb mana cost reduced from 200 to 100.
* Reduction Orb no longer provides 24 hp regen.
* Reduction Orb bonus hp increased from 1850 to 2850.
* Reduction Orb bonus armor increased from 12 to 15.
* Reduction Orb now passively provides 25% magic resistance.
* Reduction Orb active (Diamond Skin) damage to heal percent increased from 50% to 75%.
* Dagger of Moriah now also has Moriah's Touch passive: Any spell damage (not item) reduces HP regeneration, healing, lifesteal and spell lifesteal by 45% for 3 seconds. Doesn't stack with Spirit Vessel debuff. Moriah's Touch debuff is dispellable and doesn't pierce spell immunity unless the damage (of the spell) pierces spell immunity.
* Dagger of Moriah bonus all stats reduced from 45/60 to 40/50.
* Blade of Judecca no longer procs for spell damage.
* Blade of Judecca damage is no longer amplified with Veil of Discord.
* Blade of Judecca heal to damage percent increased from 45% to 60/65%.
* Blade of Judecca 2 bonus hp and mana cost increased from 700 to 750.
* Blade of Judecca now has Brand of Judecca active: Mutes the hero and reveals the hero in fog of war for 4 seconds. Dispellable. Doesn't pierce spell immunity. 800 cast range. 15s cooldown, 100 mana cost.
* Sonic: Bonus ms reduced from 80/85 to 75/80.
* Sonic: Reduced duration from 8 to 6 seconds.
* Sonic active now also removes attack speed limit.
* Greater Tranquil Boots mana cost reduced from 75 to 0.
* Greater Tranquil Boots Tree Protection radius increased from 150 to 175. (because some heroes have a small model and could get a buff only if inside a tree.)
* Travel Boots recipe cost reduced from 550 to 500.
* Removed Holy Locket upgrades
* Ghost King Bar now has 5 Levels.
* Ghost King Bar 1 now builds out of Holy Locket, Ghost Scepter and 250 gold recipe.
* Ghost King Bar cooldown reduced from 20 to 15 seconds. (Shares cooldown with Ethereal Blade upgrades and with Holy Locket)
* Ghost King Bar now inherits stats from Holy Locket and Ghost Scepter.
* Ghost King Bar active duration rescaled from 4/4.5/5 to 4/4.25/4.5/4.75/5 seconds.
* Ghost King Bar ethereal self magic dmg amp rescaled from -40/-20/0 to -40/-30/-20/-10/0.
* Ghost King Bar active no longer provides 40% spell lifesteal amp and 100% mana regen amp.
* Ghost King Bar active bonus healing amp reduced from 40% to 30%.
* Ghost King Bar will now gain charges like Magic Wand and active will now also heal and restore mana based on stored charges.
* Ghost King Bar active Ghost King Blessing buff bonus magic resist, bonus status resist and bonus move speed now all scale: 15/17/19/21/23%.
* Ghost King Bar active Ghost King Blessing will now be constantly applied with heals. Linger duration reduced from 5 to 3 seconds.
* Sacred Skull no longer provides 20/22/24/26% hp regen amp.
* Sacred Skull now provides 3/3.5/4.25/5.25 mana regen.
* Sacred Skull mana regen amp increased from 70/80/90/100% to 80/90/100/110%.
* Sacred Skull active Sacred Flame reworked: Deals magical and physical damage to enemies in a 700 radius around the caster. Magic damage is equal to 0.125x your current mana. Physical damage is equal to 0.25x your missing mana. No Hp cost. No heal.
* Sacred Skull passive Death Flare heal reduced from 300 + your max HP to 100 + half of your max HP.
* Refresher Orb no longer provides 22/25 hp regen.
* Refresher Orb now provides 3.75/4.75 mana regen. (inherited from Octarine Core)
* Splash Cannon active now destroys trees.
* Magic Lamp passive rework: Rejuvenate - When your health falls below 1, most of your buffs and debuffs will be purged and you will be gain 20% of your max health. Abilities like Culling Blade, Ice Blast and False Promise will not kill you. Health gain can't be reduced, increased or prevented (because it's not a heal). Dispel type is the same as for the Duels.

Improvements:
* Added better sounds to Spirit Vessel.
* Bubble Orb: Trying to reduce sound spam when a lot of modifiers are blocked at the same time.
* Sonic: Added particle effect.
* Spell Lifesteal amp stacking should now follow the same rules as in vanilla.
* Added particle and sound to Craggy Coat neutral item.
* Added particle for Satanic Core active buff.
* Added particle for Blade of Judecca passive debuff.


Fixes:
* Fixed some custom items not providing stats when you buy mutliple items of the same name and 1 of them gets upgraded, dropped or sold.
* Fixed passive bonus damage not stacking when having multiple Devastators.
* Fixed Devastator debuffs not being dispellable.
* Fixed status resistance stacking when having multiple Enrage Crystals.
* Fixed Meepo Shard keyvalues
* Bubble Orb: Trying to fix a rare bug that makes Bubble Orb not block all stuff originating from outside the bubble.
* Fixed Spell Lifesteal getting amplified with heal amp.
* Fixed Spell Lifesteal from items that are not Satanic Core getting negated with Satanic Core active.
* Fixed Blood Sword lifesteal getting amplified with heal amp instead of lifesteal amp.
* Fixed Vampire Fang lifesteal getting amplified with heal amp instead of lifesteal amp.
* Fixed Ghost King Bar active applying Ghost King Blessing for 0 amount heals.

Stuff not important for gameplay:
* Changed script name and filepaths for 'reflex' items and Vampire Fang so they are easier to find.
* Reduced the number of passive modifiers for a lot of custom items.
* Dispel Orb: Disabled some code working on the client because it's not needed.
* Dispel Orb: Fixed particles not getting deleted properly when DIspel Orb is refreshed and used again or in WTF mode.
* Added ProcsMagicStick to the ItemBaseClass so there is no need to define ProcsMagicStick for every custom item individually.
* Various code improvements.

* Primal Beast Uproar bonus base damage reduced from 10/15/20/25/50/100 to 6/12/18/24/48/96.
* Primal Beast Uproar bonus damage per stack reduced from 10/20/30/40/80/160 to 6/12/18/24/48/96. (there is an error in the patch notes for Primal Beast and I don't where, so I reduced both Uproar damage values.)
* Slardar Bash stun duration is still slightly better at OAA levels (1.4/1.5).
* Refresher Shard does not share a cooldown with Refresher Orbs.
* Refresher Orbs cooldown does progress in the backpack. (because it's a custom item in OAA)
* Broodmother Spin Web bonus hp regen on the web rescaled from 3/7/11/15/23/47 to 5/7/9/11/22/33.
* Chen Divine Favor aura hp regen reduced from 2/6/10/14/22/30 to 2/4/8/10/20/30.
